In Europe the CT and the Prius get practically identical fuel economy ratings (the CT beats the Prius slightly there actually). It's only in the US where the CT comes standard with 17" wheels (versus 15" in Europe) that the CT mysteriously trails the Prius by that kind of margin.
The Camry Hybrid LE beats out the Hybrid XLE by a small margin because the XLE has the heavier alloy wheels and weighs a tad more.
This makes perfect sense.

Completely agree, but 40 MPG for a good size sedan and then 40 MPG for the hatch AND the sedan makes 200hp to the CT 138hp means the CT could hopefully get 50 MPG with its current engine or the new engine from the ESh.
Or maybe a bump to 45MPG. Not sure why the CT loses 10MPG from the Prius outside of aggressive engine mapping in sport mode.

In general, EPA test is stricter than NEDC in Europe. Also probably higher speed and due to CT200h being hatchback, Prius is actually a lot more aerodynamic.
And in reality, tests are being cheated on.
We can see some real info on FuelEconomy.gov, it certainly isnt perfect but its usable:
- Prius - 49 MPG (50 MPG)
Prius c - 51.5 MPG (50 MPG)
- CT200h - 43.8 MPG (42 MPG EPA)
- Camry hybrid -- 40 MPG (40 MPG EPA)
- Fusion Hybrid - 39.9 MPG.(47 MPG EPA)
So I would expect CT300h to get real life 40 MPG, which nobody would complain about :-).
As to the tests, as we can see, Toyota could have probably made their hybrids get higher mpg on the test, but what then? Is that actually good?

I think its the actual weight of each wheel that has the most meaning not the size - on my 3G Prius the standard 15" wheels were feather-lite versus the OEM 17" I swapped to....huge difference.

...weight and the width of the tire patch. Switching from 15" to 17" gives you a lower-profile but wider tire. More tire touching the road gives more friction.

Weight of tires, Low Rolling Resistance technology, Weight of wheels (regardless of size) will affect mileage. People with the Camry Hybrid XLE who have swapped to the steelies from the LE have noticed an improvement on their mileage. I bet I'd see a bump in mileage if I went from the F-Sport 17's to the EU's 15's with the same type of tire that we're using now. Grand Touring All-Seasons with LRR technology.

Replacing a 15" tire with a 17" tire on the same car -- meaning retaining the same tire diameter -- will give you a wider tire.

If last month's brochure scans of the mildly updated 2014 CT 200h weren't convincing enough for you, then perhaps these scoop photos of a camouflage-free prototype of Lexus' compact hybrid will do the job.
The model that was captured on camera by our scoop photographers is the more dynamic looking and handling F-Sport edition, which in its refreshed form, features the Lexus brand's now signature pinched grille flowing above the redesigned bumper with a large plastic honeycomb insert and satin silver trim.
The only other noticeable styling changes on this car are the new alloy wheels and the reworked rear bumper with a different diffuser. Similar cosmetic updates should be applied to the regular CT 200h hatchback.
Whether Lexus has also altered the compact model's interior and hybrid powertrain remains unknown at this time.
Look for the 2014MY to make its debut in one of the international motor shows in the following months.
